When users access meeting polls, they are given the possibilities, but they cannot (as far as I can see) indicate "I can't make any of them." That means they appear as "non-respondents" and they are not included in any final meeting invitation. (Once the meeting is booked, they might find they can attend after all - so it would be good to have them include on the invitation so they know.)
